DESCRIPTION: 

The candidate will be required to perform software development in support of test engineers to ensure the systems under test meet all measured criteria. The candidate will be working as a team to support a larger organizational effort.

REQUIREMENTS:

• Experience communicating both orally and written on testing status to technical leads and customers
• Prior experience with major testing systems used internally required to make minor modifications and feature changes to suit specific testing requirements for this effort
• Experience developing Java, JavaScript, and Python code. Candidate will make modifications to an existing code-base that are custom tailored to this effort

DESCRIPTION:

This position hands-on hardware and software analysis, proof-of-concept creation, and product development in support of an exciting mission! In this position, the software developer will develop mostly in C, but some situations involve C++, and the reading/writing of assembly. Ideal candidate should be comfortable being self-tasked, generating requirements, and documenting 3-to-6 month technical plans and schedules. Knowledge of wireless and IoT protocols, behavior of IoT and cloud based devices a plus. QUALIFICATIONS: 

Level 2:

Embedded software developer proficient in C, C++, and comfortable reading/writing assembler, particularly but not limited to, x86, ARM. DESCRIPTION:

Technical Writer researches, organizes, writes, edits and produces data and artifacts for use in a wide variety of complex technical publications for mission products. Collect and organize information required for preparation of deliverables, reports, communications materials, and any other required documents. Job includes writing and content generation, as well as editing documents. Candidate is expected to be capable of gathering and consolidating technical input from analysts and other stakeholders, produce logical understandable technical documentation suitable for publication, both public release and/or a large community of mission partners. Candidate will perform content management functions such as document organization using SharePoint and other central stores for documentation.

QUALIFICATIONS: 

Strong in document editing, structure and logic flow for both technical and non-technical audiences. Proficient in the Microsoft Office suite of products including PowerPoint, Excel, and Word. Experience with collaboration tools such as Confluence/JIRA, SharePoint, Google Docs.

DESCRIPTION: 

Tester Engineer analyzes system requirements and concept of operations documents, acquisition plans, and system descriptions to develop evaluation and test plans and procedures, prepare for and conduct the data collection and analysis, and report status and results. Supports the development of Government test and evaluation documentation e.g., Test & Evaluation (T&E) Strategy, Test & Evaluation Master Plan, Event Test Plans, Test Readiness Assessments, and T&E Reports. Works with other test organizations to support T&E program integration. Provides specialized T&E capabilities tailored to system functions, level, maturity, and performance areas.

REQUIREMENTS:

DESCRIPTION:

The Program Integrator shall assist individual program managers, initiative leads, and PEO leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio. Perform holistic analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative. Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions and producing execution reports. Draft acquisition and program documents such as TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies. Prepare presentations to report analysis findings as well as program/portfolio status.

QUALIFICATIONS:

LEVEL 1:

Four (4) years of demonstrated combined experience in DoD/IC program management, contract management, and/or financial management, and a Bachelor’s Degree with a business focus or technical focus is required. In lieu of a degree, Project Management Institute PMP certification, Certified Federal Contracts Manager (CFCM) certification, or DAWIA Level II in any focus area, and an additional three (3) years of directly related experience for a total of seven (7) years may be substituted. In lieu of certification, an additional two (2) years of directly related experience for a total of nine (9) years may be substituted. Familiarity with Plan-It is preferred. Intermediate proficiency with MS Excel is preferred to include demonstrated use of pivot tables, slicers, and pivot charts.

DESCRIPTION:

Assist the Government in administering contracts to include drafting of modifications to contract documents such as TTOs, Award Fee Plans, and CDRLs; tracking, analyzing, and reporting contract costs; and monitoring and reporting on contractor performance to ensure compliance with contract terms and receipt of goods and services.

In lieu of a degree, Certified Federal Contracts Manager (CFCM) certification or DAWIA Level I in both Contracting and Program Management plus an additional three (3) years of directly related experience for a total of seven (7) years may be substituted. In lieu of certification, an additional two (2) years of directly related experience for a total of nine (9) years may be substituted. Experience in the tracking of programs/project/contract status in areas of cost, schedule and performance is required. Experience using NSA’s financial management system and its interfaces (currently FACTS and CMIS) is preferred. Intermediate proficiency with MS Excel is preferred to include demonstrated use of pivot tables, slicers, and pivot charts.

Level 2:

Eight (8) years of DoD, IC, or commercial experience in contract management or finance and a Bachelor’s Degree with a business focus is required. In lieu of a degree, Certified Federal Contracts Manager (CFCM) certification or DAWIA Level I in both Contracting and Program Management plus an additional three (3) years of directly related experience for a total of eleven (11) years may be substituted. In lieu of certification, an additional two (2) years of directly related experience for a total of thirteen (13) years may be substituted. Experience in tracking of programs/project/contract status in areas of cost, schedule and performance is required. Experience with award fee incentivized contracts required. Experience using NSA’s financial management system and its interfaces (currently FACTS and CMIS) is preferred. Intermediate proficiency with MS Excel is required to include demonstrated use of pivot tables, slicers, and pivot charts.

DESCRIPTION:

Analyzes user’s requirements, concept of operations documents, and high level system architectures to develop system requirements specifications. Analyzes system requirements and leads design and development activities. Guides users in formulating requirements, advises alternative approaches, and conducts feasibility studies. Provides technical leadership for the integration of requirements, design, and technology. Incorporates new plans, designs and systems into ongoing operations. Develops technical documentation. Develops system Architecture and system design documentation. Guides system development and implementation planning through assessment or preparation of system engineering management plans and system integration and test plans. Interacts with the Government regarding Systems Engineering technical considerations and for associated problems, issues or conflicts. Ultimate responsibility for the technical integrity of work performed and deliverables associated with the Systems Engineering area of responsibility. Communicates with other program personnel, government overseers, and senior executives. 

QUALIFICATIONS: 

LEVEL 2:

Fourteen (14) years experience as a SE in programs and contracts of similar scope, type and complexity is required. Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor’s degree. 

LEVEL 3:

Twenty (20) years experience as a SE in programs and contracts of similar scope, type and complexity is required. Demonstrated experience in planning and leading Systems Engineering efforts is required. Bachelor’s degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor’s degree.

DESCRIPTION:

Draft pre-solicitation documents that reflect the Government’s requirements while adhering to all applicable NSA policies and federal regulations. Draft acquisition strategy documents and assist the Government in implementing the strategies. Advise in the interpretation and tailoring of DoD/IC/NSA acquisition regulations/memorandums. Ensure affordable, supportable and effective systems are delivered to the customer. Provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management. 

QUALIFICATIONS:

Level 1:

Five (5) years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management is required. A Bachelor’s Degree with a business or technical focus is required. In lieu of a degree, DAWIA Level II in any focus area and an additional three (3) years of directly related experience for a total of eight (8) years may be substituted. In lieu of certification two years of directly related experience for a total of ten (10) years may be substituted. Minimum one year experience writing pre-solicitation documents in compliance with NSA/CSS Policy 8-2, including annexes, or another DoD/IC Agency’s similarly guiding acquisition policy.

Level 2:

Eight (8) years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management is required. A Bachelor’s Degree with a business or technical focus is required. In lieu of a degree, DAWIA Level II in any focus area and an additional three (3) years of directly related experience for a total of eleven (11) years may be substituted. In lieu of certification, an additional three (3) years of directly related experience for a total of fourteen (14) years may be substituted. Minimum of two years’ experience writing pre-solicitation documents in compliance with NSA/CSS Policy 8-2, including annexes, or another DoD/IC Agency’s similarly guiding acquisition policy. Experience in DoD source selection desired. 

Level 3:

Twelve (12) years of demonstrated combined experience in DoD/IC acquisition management, DoD/IC contracting, or DoD/IC contract management is required. A Bachelor’s Degree with a business or technical focus is required. In lieu of a degree, DAWIA Level II in any focus area and an additional three (3) years of directly related experience for a total of fifteen (15) years may be substituted. In lieu of certification, an additional three (3) years of directly related experience for a total of eighteen (18) years may be substituted. Minimum of three years’ experience writing pre-solicitation documents in compliance with NSA/CSS Policy 8-2, including annexes, or another DoD/IC Agency’s similarly guiding acquisition policy. Experience in DoD/IC source selection desired.
